Winceby date slippage

#1
So what's the story with Winceby exchange? It was on Openreach website as June 2014, now it's September 2014.

Does anyone actually keep tabs on Openreach deliverables, or are they allowed to slip as and when without any questions being asked. This is public money they are receiving, after all.

Assuming that the people overseeing the BT contract in Lincolnshire are being paid, am I naive in thinking that they should be providing the taxpayer with updates on the progress of the projects?

Good Afternoon John,

Thanks for taking time to write to us. we have one cabinet in Winceby that forms a part of this project and that is Cabinet No.1. This cabinet has always been in Phase 3 of this project and due for update between 31st July and 31st December of this year. The June 2014 may well have appeared on the Openreach website and we have no control of its content.
However, our website has always been clear on delivery dates.
The latest on this cabinet is that the cabinet has been stood, it is powered up, it is cabled and jointing work is currently ongoing.

Thanks for the reply, Steve

How do I monitor progress on this cabinet, given the disconnect between Openreach (who are presumably actually doing the work) and OnLincolnshire who have a broad range of dates.

What I need to know is when providers will be able to accept orders on this new infrastructure so I can contact them. BT (Retail/Business) seem clueless on dates - for them it is a simple yes its available now, no it's not available yet.

Good Morning John,

Thanks for getting back to me.

I have weekly meetings with BT on a Thursday and I will seek updates at those meetings and post them on here. Meetings are normally on a Thursday morning, but hopefully, we will not have to worry about many more in the case of Winceby.

Is the cabinet at Hagworthingham the only one on Winceby and property local to the exchange itself will be fed from equipment at the exchange, or is the fibre bypassing the old exchange completely and working its way down the A158 - meeting up with the copper voice circuits at the cabinet?

Thanks,

John

Hi John,

Thanks for getting back to us.

Hagworthingham is fed via Cab 1 off Winceby. The fibre feeding the new cabinet will go via the Exchange but will not touch any equipment. It will be connected to a Spine cable feeding back to a larger (Parent) Exchange. This does not affect the speed or Quality of service and is standard practice in smaller communities with small Exchanges. The new cabinet is then connected to the existing cabinet and the existing copper feed from the old cabinet to the end user is utilised.

Hi Steve,

Thanks for the reply.

So, if there is no fibre connection to equipment at the current Winceby exchange, does that mean the properties currently connected to the exchange, but not via the cabinet in Hagworthingham, will not have VDSL delivery?

Good Morning John,

Exchange Only (EO) lines off Winceby currently get ADSL, with the majority being the above the 2Mb/s threshold. These lines will be picked up later and we will look to build a cabinet on the EO lines to provide VDSL technology.

Hi Steve,

Ah, that explains it perfectly.

I loo forward to the update announcing Cabinet 1 on Winceby being completed.

Thanks

Good Morning John,

Winceby Cabinet 1 is now at 'RFS' meaning it's complete from an engineering perspective. Within the next 14 days it will go to 'CRFS' where all Internet Service Providers will have full access to it. As soon as it goes to CRFS, we will update the website.

Thanks for the heads up, Steve,

All ordered and due in just over a week.

Only 100 meters from the cabinet, so 80Mb down / 20Mb up, all things being equal.
